     Provides that, unless otherwise directed by an act of Congress or, in the case of a lawsuit against the tobacco industry, the ensuring settlement or judicial determination, any recovery for damages received by the state in any such settlement or litigation, exclusive of costs and fees, shall be deposited into the health services account and be subject to legislative appropriation for purposes specified in RCW 43.72.900.
