(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Provides tax credits for businesses making expenditures for employee child care.

     Directs the department of revenue to report to the legislature by December 1, 2001, on the use of the credit under this act and to make any necessary recommendations for revision to the credit.
