     Finds that driving under the influence of intoxicating liquor or any drug is a serious threat to public safety and a major contributor to accidental deaths, injuries, and damage to property on the public highways, streets, and roads.  Substantial law enforcement resources are devoted to enforcing laws against this conduct and apprehending violators.

     Declares an intent to establish and strengthen remedial measures to prevent from driving persons who have driven under the influence.
