     Finds that the self-imposed license surcharge on physician licenses to fund a program to help physicians with chemical dependency or mental illness is not being fully spent on that program.

     Declares an intent that the program be fully funded and that funds collected into the impaired physician account be spent only on the program.

To the Honorable President and Members,

  The Senate of the State of Washington

Ladies and Gentlemen:

     I am returning herewith, without my approval, Substitute Senate Bill No. 6545 entitled:

"AN ACT Relating to treatment programs for impaired physicians;"

     Substitute Senate Bill No. 6545 is identical to Second Substitute House Bill No. 1618, which I signed today.

     For this reason, I have vetoed Substitute Senate Bill No. 6545 in its entirety.
