     Establishes citizen review panels to review child abuse and neglect cases.

     Transfers all powers, duties, and functions of the department of community, trade, and economic development pertaining to entering into and administering contracts and implementation of rules, policies, and procedures pursuant to sections 2 and 7 of this act are transferred to the office of the family and children's ombudsman.
