     Declares an intent to:  (1) Preserve the benefits of consumer protection, system reliability, high service quality, and low-cost rates in the event of deregulation in the electrical industry;

     (2) ensure that all retail electrical customers have the same level of rights and protections;

     (3) require the adequate disclosure of the rights afforded to retail electric customers; and

     (4) provide for increased protections for consumers against potential unscrupulous business practices that may occur in the marketing of electricity products or services in a deregulated environment.
