                      (DIGEST AS ENACTED)

 

     Establishes an education program for juveniles incarcerated in adult correctional facilities.

     Intends to provide for the operation of education programs for the department of corrections' juvenile inmates.  School districts, educational service districts, or any combination thereof should be the primary providers of the education programs.  However, the legislature does not intend to preclude community and technical colleges, four-year institutions of higher education, or other qualified entities from contracting to provide all or part of these education programs if no school district or educational service district is willing to operate all or part of the education programs.

     Directs the department of corrections and the superintendent of public instruction to conduct a study to determine the educational needs of inmates under the age of twenty-one incarcerated in jail and prison, the impact of providing educational services and special educational services to those inmates on the security and penological interests of the correctional institutions that incarcerate those inmates, and the ability of local school districts, the community and technical colleges, private vendors, juvenile detention centers, and the correctional institutions to provide those educational and special services.
