SB 6657 - DIGEST

     Declares that the purpose of this act is to reallocate the general fund portion of the state's motor vehicle excise tax revenues among the taxpayers, local governments, and the state's transportation programs.

     Finds that use of motor vehicle excise tax revenues for general fund purposes has created a fiscal imbalance that affects the state's ability to address critical transportation needs.

     Declares that the dedication of these revenues to increased transportation funding, while maintaining and enhancing existing state distributions to local governments for criminal justice and other purposes and reducing the tax burden on owners of motor vehicles, is an appropriate use of revenues derived from motor vehicles.
