(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Directs the secretary to cause to be posted on the department's home page on the internet information on obligors who are significantly in arrears on their child support obligations.

     Requires that, at a minimum, the posting shall include photographs, names, and other identifying information for at least ten obligors who are significantly in arrears, with a means for the public to submit information anonymously regarding their location.
