     Provides that any regional transit authority created under this act that utilizes tax revenues imposed under RCW 81.104.150 through 81.104.170, shall ensure that any train sets or other rolling stock constructed, acquired, or leased by the regional transit authority are from a manufacturer that has a corporate office in Washington state and that spends at least sixty percent of the total purchase price of the equipment on the assembly and manufacture of parts in Washington state.
