     Requires that none of the three eastern commissioners or the three western commissioners may be residents of the same county.

     Provides that at-large commissioners may be residents of any county.

     Provides that none of the at-large commissioners may serve in any capacity on the fish and wildlife commission unless confirmed by a majority vote of the senate natural resources and parks committee and the senate as a whole.
