     Declares that chapter 81.68 RCW does not apply to the services of any municipality, as defined in RCW 35.58.020, that provides point-to-point service between the same two cities as an auto transportation company certificated under chapter 81.68 RCW, as long as the municipality's services are provided along a different route, provide for numerous intermediate passenger stops, and that the service provides connections between municipalities.

     Declares that services provided by a municipality meeting these conditions are not considered to compete with or infringe upon  services provided by a carrier certificated under chapter 81.68 RCW.
