EFFECT: Removes the authority of the fish and wildlife commission to authorize the use of bait within a game management unit or units to address a specific black bear population or public safety need.  Removes the authority of the director of the department of fish and wildlife to authorize the use of bait to  remove or kill a black bear that is destroying property, or if necessary for wildlife management.
