    On page 11, after line 12, insert the following:

    "(5) If the driving privilege of a novice driver under the age of eighteen is restricted under this section, the department shall send a written notification of the restriction within three days to the parent, guardian, or employer who gave written permission for the minor to obtain a driver's license under RCW 46.20.100."
