    On page 3, after line 9, insert the following:

    "(7) The voters of a taxing district may elect to relieve themselves from the requirements of this section.  If at a general or special election a simple majority of the voters of the taxing district approve a proposition to remove the taxing district from the requirements of this section, this section does not apply to that taxing district."
