     On page 2, line 34, after Atrends))@ insert A.  To the extent such acquisitions are cost effective and reasonably available, direct buy purchases shall be according to procedures set by the department from locally-owned small businesses that either have previously paid business taxes related to operating a business in the local area or have been in business in the local area for less than one year@

EFFECT: If cost effective and reasonably available, state agencies and institutions of higher education must make direct buy purchases from locally-owned small businesses that have either paid business taxes in the local area or have been in business in the local area for less than one year.
