On page 53, after line 28 of the amendment, insert the following:

ANEW SECTION. Sec. 1404. The legislature recognizes that the life cycle of the salmon is complex, and that many factors attribute to the rise and fall of the species. These factors include such things as the availability of habitat for spawning and rearing, and the number of adult salmon that are allowed to return to their spawning beds.

The legislature further recognizes that salmon habitat restoration and protection alone will not restore salmon runs to historical levels. Limiting the harvest of the state=s salmon stocks in the waters outside the state=s jurisdiction is vitally necessary to salmon recovery in Washington.

Therefore, if by December 31, 2004, harvest levels of Snake River fall chinook salmon, Lower Columbia River wild chinook salmon and Willamette River spring chinook salmon in Alaskan waters are not reduced fifty percent from 1997 harvest levels, this act is null and void.@

Renumber the remaining section consecutively, correct any internal references accordingly, and correct the title.

EFFECT: Provides that the act is null and void unless harvest levels of specified salmon runs are not reduced by fifty percent, by December 31, 2004.
