     On page 6, line 32, after Areport.@ insert the following:

ANEW SECTION. Sec. 206.  Notwithstanding the orphan roads  management process outlined in Appendix D or Schedule D-1 of the forests and fish report, the definition of Aorphan roads@ adopted by the forest practices board shall be forest roads or railroad grades that the forest landowner or other permitted party has not used at any time for forest practice activities since 1974 that negatively affect:

     (a) Waters that contain fish listed as threatened or endangered under the federal endangered species act, or

     (b) Waterbodies listed on the 303(d) water quality impaired list under the federal clean water act due to road-related issues.@

     Renumber the remaining sections consecutively and correct any internal references accordingly.

Effect: Changes definition of Aorphan roads.@
