EFFECT:  The Transportation Improvement Board (TIB) is removed as a partnering agency with the Department of Transportation (DOT) and Department of Fish and Wildlife (DFW) in administering and coordinating all state programs that assist in salmonid fish passage.  This is because the TIB is not involved with certain types of DFW or DOT projects.  The TIB is identified as an affected agency throughout the section.  Clarification is made that all fish passage grant programs will use the same fish passage criteria.
