    On page 1, line 15, after "school districts," insert "or first class school districts,"

    On page 2, beginning on line 3, after "provided by" strike everything through "educational service districts or" on line 4 and insert "first class school districts, educational service districts, or consortiums of educational service districts and"

EFFECT:  Allows first class school districts to apply for prevention and intervention grants without participation from the educational service district.  Also allows first class school districts to provide programs that may be funded under the prevention and intervention grants without participation from the educational service district.
