     On page 4, after line 2, insert the following:

     "NEW SECTION.  Sec. 4.  If the Washington association of sheriffs and police chiefs does not receive federal funding for purposes of this act by December 31, 2000, this act is null and void."

     Correct the title.

EFFECT:  If federal funding is not received to implement the act, it is null and void.   Federal funding may be available in late February of 2000.
