    on page 2, after line 20, insert the following:

    "NEW SECTION. Sec. 2.  (1) The legislature finds that aggregators, as defined at 47 U.S.C. Sec. 226 (a)(2), are positioned to provide access to pay phones and basic communications services, such as emergency services in isolated areas.

    (2) The utilities and transportation commission shall determine whether aggregators sufficiently serve the public interest by supplying public interest pay phones in areas with low levels of residential pay phone penetration.

    (3) The utilities and transportation commission shall report to the legislature by December 1, 2000, a plan for implementation of a public interest pay phone program."

    Correct the title.

EFFECT:  Aggregators of telephone services are positioned to supply public interest pay phones, and thus access to emergency services.  The commission will report to the legislature by December 2000, whether aggregators sufficiently serve the public interest, and a plan to implement a public interest pay phone program.
