    On page 2, line 31 of the amendment, after "(4)" insert "A public utility district that provides interconnection, using telecommunications facilities, shall offer such interconnection on terms and conditions that are fair, reasonable, and nondiscriminatory.  Such requirements shall include the obligation to provide direct or indirect interconnection with the facilities and equipment of any service provider on terms and conditions that are functionally and economically equivalent to the interconnection provided to any other service provider.  If the commission determines, after notice and comment, that a public utility district is not complying with such obligation, the commission may establish the terms and conditions of such interconnection.

    Renumber the remaining subsections consecutively and correct any internal references accordingly.

    On page 5, line 32 of the amendment, after "(4)" insert "A rural port district that provides interconnection, using telecommunications facilities, shall offer such interconnection on terms and conditions that are fair, reasonable, and nondiscriminatory.  Such requirements shall include the obligation to provide direct or indirect interconnection with the facilities and equipment of any service provider on terms and conditions that are functionally and economically equivalent to the interconnection provided to any other service provider.  If the commission determines, after notice and comment, that a rural port district is not complying with such obligation, the commission may establish the terms and conditions of such interconnection.

    Renumber the remaining subsections consecutively and correct any internal references accordingly.

EFFECT:  Public utility districts and rural port districts must offer the same rates and conditions of interconnection to telecommunication facilities to all service providers.
