On page 7, after line 31 of the amendment, insert the following:
"NEW SECTION. Sec. 8. A new section is added to chapter 54.16 RCW to read as follows:
Public utility districts that provide wholesale telecommunications services shall annually by April 1st submit to the Washington utilities and transportation commission a comprehensive report on their telecommunications facilities and services activities and plans, so that the legislature and others may evaluate them in light of the policies, objectives, and provisions of this act and may evaluate their impact on the telecommunications market. The report shall include, but not be limited to, all activities relating to installation, acquisition, operation, marketing, leasing, and selling of telecommunications facilities and services, including details on current and future operational needs, information on current and planned costs and revenues, the sources of funding for construction, acquisition, operations, and sales, criteria used to determine where and when to install telecommunications facilities, criteria used to determine leasing and sales agreements, the disposition of revenue, and the financial and operational impact on the district's other operations, rates, and customers. The report shall also include summary tables so that comparisons can be made among public utility districts and rural port districts. For each construction of telecommunications facilities undertaken, or planned to be undertaken, after the effective date of this act, the report shall include a justification based on the provisions of this act.

Renumber the remaining section consecutively.
EFFECT: Requires PUDs and rural port districts to submit an annual report to the WUTC on their telecommunications facilities and services activities and plans.
