EFFECT: Authority for public utility districts to provide wholesale telecommunication services is narrowed to rural public utility districts, and to rural areas within urban public utility districts.  A definition of Arural public utility district@ and Arural communities@ is added, and the scope of authority is narrowed to: (1) rural public utility districts or (2) rural communities - which are defined as cities, towns, or unincorporated communities with 8,000 or fewer telephone access lines within the exchange that is located in and served by a public utility district formed under title 54 RCW.
