    On page 2, beginning on line 11, strike everything through "provider." on line 14, and insert the following:

    "(d) "Trunk line" means a single or multichannel telecommunications medium between two or more switching entities which may include a PBX.

    (e) "Wholesale telecommunications services" means access to unlit fiber optic telecommunications facilities, also known as dark fiber, combined in networks extending no further than trunk lines for resale by an entity authorized to provide telecommunications services to the general public including connecting customers to network trunk lines."
