    On page 1, at the beginning of line 6, insert the following:

    "(1) Any member of the legislature may petition an agency requesting a response if a statutorily required report to the legislature was not received by the legislature by the specified time, or was not sufficiently responsive to the legislation requiring the report.  Within sixty days after the submission of a petition, the agency shall either (a) submit a responsive report to the legislature, or (b) explain, in writing, why the report was responsive, specifically addressing the concerns raised by the legislator, and where appropriate, the alternative means by which it will address the concerns of the legislator.

    (2)"
