     On page 1, line 17, after Amet.@ insert AThe lieutenant governor may participate in these actions by breaking a tie vote of the joint administrative rules review committee approving the request for a written response as to the reasons why the requirement has not been met.@

EFFECT:  Allows the lieutenant governor to cast a vote and break a tie vote on JARRC to approve a request for a written response as to the reasons why the requirement has not been met.
