A(3) $760,000 of the fiscal year 2000 general fund--state appropriation and $760,000 of the general fund--state appropriation for fiscal year 2001 are provided solely to fund a program serving mothers of children affected by fetal alcohol syndrome and related conditions, known as the parent child assistance program. The program may be operated in two cities in the state.@
EFFECT: Reduces funding for the Family Policy Council. Assumes that the federal government will reduce the SSBG grant in federal fiscal year 2001 by a lower amount than the underlying bill. Provides funding for an autism pilot project, the development of a searchable database on developmental disability related health information and provider training costs. Increases funding for the placement of persons with developmental disabilities from state mental hospitals to the community. Provides funding for employment and day services to unserved individuals and for increased numbers of family support grants. Eliminates new funding provided for the continuation of food stamp program reinvestments required by the federal government in the 1997-99 biennium. Removes funding for a comprehensive program for substance abusing mothers and their children. Eliminates money for an expansion of the parent-child assistance program.
FISCAL IMPACT:
Decreases General Fund-State by $1,728,000.
Increases Other Funds by $4,569,000.
