EFFECT: Eliminates funding for the Washington Promise Scholarship Program at the Higher Education Coordinating Board. Increases the funding for the developmental disabilities endowment trust fund by $7 million.

FISCAL IMPACT:

Reduces General Fund-State by $2,000,000.
