     On page 36, line 18, after Arevisions).@ insert the following:

AThe institute for public policy shall include, in the evaluation of this legislation, a study to determine which youth sentenced to state institutions may, based on risk assessment tools, be most likely to safely serve their sanctions in the community and at a lower cost to the state.@

EFFECT: Requires the institute for public policy to study which youth sentenced to state institutions may, based on risk assessment tools, be most likely to safely serve their sanctions in the community and at a lower cost to the state.
