     On page 24, line 34, after Apublic@ strike Abusiness; or@ and insert Abusiness.  The department may issue certificates to such persons or entities only if after issuing a request for proposals from certification authorities licensed under chapter 19.34 RCW and review of the submitted proposals, makes a determination that such private services are not sufficient to meet the department=s published requirements.  The department must set forth in writing the basis of any such determination and provide procedures for challenge of the determination as provided by the state procurement requirements; or@

EFFECT: This amendment requires DIS to make a request for proposals prior to the issuance of certificates to non governmental persons or entities for the purposes of official public business. A determination of the need to issue certification to non governmental persons or entities must be in writing.  The department of information services will provide procedures for the opportunity to challenge any such determination.  If DIS issues certification to these nongovernmental persons and entities, then the office of financial management will convene a task force to review the practice of the state issuance of certificates.
