     On page 242, line 12, after "systems" insert ". The conservation commission may use up to fifteen percent of the appropriation in this subsection for technical assistance to dairy producers if, after consultation with dairy producers and conservation districts, the commission determines that more technical assistance, in addition to that provided in subsection (2) of this section, is needed to  improve the efficiency of the grant program"

EFFECT:  Allows the Conservation Commission to use up to fifteen percent of the $4 million appropriation for the dairy waste management grants for technical assistance to dairy operators.
