     On page 2, line 1, after Aagency.@ insert AThe Washington state national guard shall not otherwise request, instigate, or exercise the powers, rights, duties, or authority of a law enforcement agency and may not exercise any police powers except as ordered by the governor under article X, Washington state constitution, as provided for under R.W. 38.08.500, or as requested in writing by another law enforcement agency.  Such writing shall specify the purpose of the request and the police powers to be exercised and shall be considered a public record.A
