    On page 2, line 10, after "election." insert "A ballot proposition must include a statement of accounting that specifically details how the proposed tax levy funds will be appropriated for the medical purposes authorized under subsection (3) of this section over the following five-year period.  The statement of accounting shall be mailed to the voters no more than sixty days or less than thirty days before the vote on the proposition.  If a ballot proposition passes, the statement of accounting shall be updated every two years following the initial five-year period, and the updated statement of accounting shall be available upon request at no charge."
