    On page 5, line 20, after "career." strike all material through "graduation." on line 23, and insert the following:

    "Prior to 2008, the academic achievement and accountability commission shall report to the legislature on the reliability and validity of the high school assessments and the requirements for a certificate of academic achievement.  The certificate shall not be required for graduation prior to the report by the commission to the legislature.  The certificate shall not be a graduation requirement until the legislature provides legislative approval for the certificate to become a graduation requirement."
