    On page 2, after line 8 of the amendment, insert the following:

    "NEW SECTION. Sec. 2.  The joint legislative audit and review committee shall conduct a performance audit of the early childhood education and assistance program and report its findings to the education committees of the legislature by December 31, 2000.

    This section expires January 1, 2001."

    On page 2, line 13 of the title amendment, after "insert" strike the remainder of the title amendment and insert "amending RCW 28A.215.110; creating a new section; and providing an expiration date."

EFFECT:  Requires JLARC to conduct a performance audit of ECEAP.  JLARC must report findings to the legislative education committees by December 31, 2000. Audit requirement expires January 1, 2001.
