    On page 2, after line 27 of the amendment, insert the following:

    "NEW SECTION. Sec. 2.  A new section is added to chapter 75.08 RCW to read as follows:

    In the event that disruptions from year 2000 failures create an emergency preventing citizens of this state from providing basic subsistence for themselves and their families, then the director may temporarily alter, suspend, or waive fish and wildlife licensing requirements as well as time, place, and manner requirements to allow for subsistence hunting and fishing.  This authority shall expire on December 31, 2000, unless it is sooner revoked by the legislature."

    On page 2, line 33 of the title amendment, after "RCW;" insert "adding a new section to chapter 75.08 RCW;"

EFFECT:  Gives director authority to allow subsistence hunting if necessary due to year 2000 issues.
