    On page 1, after line 4, insert the following:

    "NEW SECTION. Sec. 1.  The legislature finds that maintaining high quality nursing facilities is important to the stability of the state's long-term care system.  The legislature seeks to encourage nursing facilities to maintain and upgrade their property and to plan for the future.  However, in addressing the property needs of the state's nursing facilities, it must further be recognized that improving the quality of care is also an issue of providing better working wages for caregivers in all long-term care settings."

    Renumber the remaining sections consecutively and correct internal references accordingly.
