    On page 1, line 15, before "All" insert "(1)"

    On page 2, line 3 after "dealers' fees." insert the following: "The rules shall provide a simple process for issuance of recreational licenses, permits, tags, stamps, and raffle tickets, so that the total time required for issuance is less than ten minutes per license."

    On page 2, line 3, before "Fees retained" insert "(2)"

    On page 2, line 4 after "issued."  insert the following: "Until the license application is simplified as required in subsection 1 of this section, one dollar of the dealer fee shall be deducted from the license fee payable to the department.  The commission may eliminate this deduction after consultation with dealers and recreational fishers and hunters."

    Renumber the sections consecutively and correct any internal references accordingly.

EFFECT: Requires the Fish and Wildlife Commission to simplify the license application process.  Requires one dollar of the dealer fee to be deducted from license revenues until such time as the license application is simplified.
