EFFECT: Increases the paraprofessional training program by $3 million from $2.2 million to $5.2 million.  The purpose of the program is to train classified teacher aides to work effectively in the classroom. In order to pay for the increase, $3 million is removed from the appropriation which would have gone toward implementing SB 5363 (collective bargaining for state employees).
