    On page 4, after line 11, insert the following:

    "NEW SECTION. Sec. 3.  Nothing in this chapter shall deprive State, local or municipal authorities from restricting or banning personal watercraft from waterways within their jurisdictions."

    Renumber the sections consecutively and correct any internal references accordingly.
