    On page 2, after line 2, insert the following:

    "NEW SECTION. Sec. 2.  The department of transportation and the Washington state patrol shall abolish the 1-800-HERO program and the department shall remove all signs which make reference to the 1-800-HERO program.  The department and the Washington state patrol are prohibited from establishing any program which relies upon reports from persons other than law enforcement personnel or entities for enforcement and reporting of high-occupancy vehicle lane restrictions and violations."

    Renumber the sections consecutively and correct any internal references accordingly.
