    On page 2, line 4, beginning with "receipt" strike everything through "issue" on line 5, and insert "issuance of a final order"

EFFECT:  A technical change is made to clarify that the civil penalty is due ten days after issuance of a final order.

EFFECT:  Exempts person who sells cars that are 30 years old and older from the definition of curbstoning.
