    On page 16, after line 21, insert the following:

    "(13) If funds are not specifically appropriated by each biennial legislature to cover the full costs incurred by cities in implementing the requirements of this section, in recognition of the responsibilities imposed by RCW 43.135.060, this section shall be null and void."
