    On page 2, line 13, after "enforcement" strike all material through "number" on line 15, and insert "prior to the time necessary to comply with the federal deadline"

EFFECT:  Clarifies the legislative intent.  Changes the test for when the state will begin to require social security numbers on noncommercial driver's license applications.
