    On page 12, strike all of lines 7-8 and insert the following:

    "(1) The department shall open all High Occupancy Vehicle (HOV)  lanes to use by all vehicles during the nonpeak hours of 9:00 a.m. to 3:30 p.m. and 7:00 p.m. to 5:00 a.m."

    Renumber the sections consecutively and correct any internal references accordingly.
