           Brief Summary of Substitute Bill

 

$Allows the Department of Licensing to release lists of vehicle owner name and address information to toll facility operators.

 

$The toll facility may only use the information for purposes of identifying owners of vehicles using the toll facility.

Background: 

 

The Department of Licensing is authorized to provide lists of registered and legal owners of vehicles to specified entities for specified purposes.  For instance, car manufacturers are authorized to obtain lists in order to assist in factory recalls.  There is no provision allowing companies operating toll facilities to obtain such lists.

 

 

Summary of Substitute Bill: 

 

Proposed substitute offered to clarify original intent.  Authorizes a company operating a toll facility under a public-private partnership to obtain lists of registered and legal owners of vehicles to assist in identifying owners of vehicles using the toll facility.

 

Substitute Bill Compared to Original Bill:  The original bill was silent on the allowed uses of the vehicle owner information.  The substitute bill specifies that the toll company may only use the information to determine ownership of vehicles using the toll facility.

 

 

Appropriation:  None.

 

Fiscal Note:  Available.

 

Effective Date of Substitute Bill:  Ninety days after adjournment of session in which bill is passed.

 

Testimony For:  This will assist the private company planning to operate the new Tacoma Narrows Bridge to enforce toll collection in a safe and efficient manner.
