Background: There are state-owned lands in the city of Moses Lake which could be developed as part of the city park system.
Summary of Bill: The State Parks and Recreation Commission must convey to the city of Moses Lake all commission-owned property located within the city of Moses Lake which is developed for a state park and other land which is not developed. Prior to such action, the commission must obtain waivers or other legal assurances regarding the deed restrictions or reversionary clauses contained in the deed to the land.
The city of Moses Lake must take all measures necessary to accept ownership of the land. The city must maintain the land as a city park and if the city breaches this covenant, the property reverts to the State Parks and Recreation Commission.
Appropriation: None.
Fiscal Note: Requested on March 18, 1999.
Effective Date: The bill contains an emergency clause and takes effect immediately.
Testimony For: The land would be better if developed by the city for a park and the substitute House bill is supported by the commission.
