Background: A small, rural port district located in the Interstate 5 corridor may petition for annexation of a neighboring area if that area is not contained within another port district boundaries and if the area contains no registered voters. The petition must be in writing, filed with the port commission, and signed by owners of at least 75 percent of the property value in the area to be annexed.
Summary of Amended Bill: The authority for small, rural port districts to annex a neighboring area and that contains no registered voters is extended to a small, rural port district located in the Interstate 90 corridor (Grant County). Annexations in both the I-5 and I-90 corridors must comply with the Growth Management Act (GMA).
Amended Bill Compared to Substitute Bill: The striking amendment requires compliance with the GMA.

Fiscal Note: Not requested.
Effective Date: Ninety days after adjournment of session in which bill is passed.
Testimony For: Moses Lake needs this bill so that it can compete to be selected to be the Venture Star Space Vehicle Launch Site. Winning this job would be a tremendous boost for the economy.
